Paris Dialogue Explores Syria One Year After Political Change

The dialogue workshop “Syria One Year After Change: An Analytical Reading of Transition Pathways and Public Decision-Making” began on Thursday morning in the French capital, Paris, at the invitation of the Defacto Dialogue Platform and Syrians for Truth and Justice (STJ).

Participants are discussing the profound political, administrative, security, and social transformations in Syria, which have directly affected relations between the transitional authorities and local communities, as well as patterns of governance and service provision, and their implications for civil peace and societal stability.

The workshop aims to provide a calm, knowledge-based space grounded in practical experience to examine developments during the first year of political change, identify key trends, and analyze the challenges and opportunities emerging from this period, away from political polarization.

The discussion focuses on four main themes:

  • Major transformations during the first year of change (prospects and challenges).
  • The interim constitutional declaration as a framework guiding the transition.
  • Governance dilemmas and the shape of the future state.
  • Transitional justice in the Syrian context.

The workshop brings together local actors, experts, researchers, and representatives of various civil and institutional initiatives to exchange practical expertise, assess existing experiences in governance, service provision, and community peace, and produce conclusions and recommendations for stakeholders.

As part of the assessment of recent transformations, the workshop will offer an analytical reading of the March 10 agreement between the transitional authorities and the Syrian Democratic Forces (SDF), as well as developments in the coastal region and in Suwayda during the first year after the fall of the Assad regime. These milestones, examined from a non-politicized analytical perspective, are seen as shaping the national scene and highlighting both challenges and opportunities in managing diversity and local disparities.
