A year after the fall of Assad\u2019s regime, DeFacto Dialogue Platform and Syrians for Truth and Justice held today, Thursday 10\/12\/2025, a workshop in the French capital Paris titled: \u201cSyria After a Year of Transformation: An Analytical Reading of Transformation Pathways and Public Decision-making\u201d<\/span><\/p>\n

The workshop deals with four pivotal areas:<\/span><\/p>\n

Key transformations within the first year of change (prospects and challenges).<\/span><\/p>\n

The interim constitutional declaration as a regulatory framework for the transition.<\/span><\/p>\n

The issue of governance and the form of state.<\/span><\/p>\n

Transitional justice in the Syrian context.<\/span><\/p>\n

Participants gave the following recommendations which we have consequently divided into urgent, short-term, and long-term priorities, which can be considered strategic in forming national identity:<\/span><\/p>\n

Urgent priorities:<\/strong><\/span><\/p>\n

Forming an independent national committee to review the constitutional declaration and fill the gaps.<\/span><\/p>\n

Issuing a temporary law on parties and freedoms with a specified deadline.<\/span><\/p>\n

Immediate activation of transitional justice body, with a clear plan for prosecutions and reparation.<\/span><\/p>\n

Lunching psychological and social support programs for the victims.<\/span><\/p>\n

Redefining the concept of \u201cprotection\u201d legally and constitutionally while linking it to citizenship rights.<\/span><\/p>\n

Integrating March 10th<\/sup> agreement within a comprehensive national framework that surpasses \u2018military item\u2019.<\/span><\/p>\n

Developing a media code of conduct that limits incitement and hate speech.<\/span><\/p>\n

Launching independent national media platforms to publish trusted information.<\/span><\/p>\n

Reinforcing the international coalition against terrorism and consolidating stability.<\/span><\/p>\n

\u00a0<\/strong><\/span><\/p>\n

Mid-term stage:<\/strong><\/span><\/p>\n

Organize a comprehensive national conference to draft the permanent constitution with wide participation.<\/span><\/p>\n

Consolidating participatory decentralization using laws on local governance, finance, and services. \u00a0<\/span><\/p>\n

Developing temporary tribunals to address major crimes with witness protection guarantees.<\/span><\/p>\n

Launching national awareness campaigns to spread knowledge on transitional justice in order to prevent retaliation.<\/span><\/p>\n

Forming local civil security forces under local administrations\u2019 supervision.<\/span><\/p>\n

Establishing international monitoring mechanisms to prevent descending into civil violence.<\/span><\/p>\n

Conducting trainings for journalists on ethical journalism in violent settings.<\/span><\/p>\n

Establishing a media and social media monitoring national body.<\/span><\/p>\n

Developing partnerships with supporting states for reconstruction and basic services.<\/span><\/p>\n

Involving international community in monitoring transitional justice.<\/span><\/p>\n

Long-term stage: strategic steps<\/strong><\/span><\/p>\n

Building modern state institutions based on separation of powers and independence of judiciary.<\/span><\/p>\n

Developing a sustainable decentralized system of governance that balances state unity with rights of different components.<\/span><\/p>\n

Integrating transitional justice in the permanent judicial system.<\/span><\/p>\n

Building a collective national memory via violation documentation and archiving centres.<\/span><\/p>\n

Building a neutral, non-politicized national military institution.<\/span><\/p>\n

Solidifying the culture of societal security via training programs and awareness campaigns.<\/span><\/p>\n

Building a media culture based on accountability and transparency.<\/span><\/p>\n

Integrating media education into educational curricula.<\/span><\/p>\n

Consolidating Syria’s position as a unified, sovereign state through balanced relations with international powers.<\/span><\/p>\n
